    Defend the Right to Choose Safer Nicotine Alternatives at COP11.

    Millions of adults have transitioned from smoking to nicotine pouches and other lower-risk nicotine products. Despite robust scientific evidence showing substantially reduced risk compared with combustible tobacco, some EU proposals now threaten access through disproportionate restrictions or bans that risk driving supply into illicit markets, substantially reducing or even banning adults safer options.

    Imagine, if we allow governments to ban such lower-risk products (pouches, gums, lozenges, strips etc), access could be substantially restricted or even removed completely, forcing consumers to purchase illicit or illegal products, whilst cigarettes and other combustible products remain commonly available.

    Stand with GINN, the Global Institute for Novel Nicotine, for fair, evidence and scientific-based regulation. Sign the petition and complete our optional nicotine pouch consumer survey to help GINN speak with one united, evidence-driven voice.

    What GINN Asks Policymakers to Do;

    1: Uphold Science-Based Policy

    Regulate nicotine pouches and safer nicotine products on the basis of independent, peer-reviewed evidence that recognises their substantially lower risk relative to smoking.

    2: Protect Adult Access and Consumer Choice

    Ensure adults retain access to regulated nicotine pouches and safer nicotine products as valid harm reduction and smoking cessation options.

    3: Implement Proportionate and Transparent Regulation

    Focus regulation on product quality, safety, appropriate labelling, manufacturing standards, accurate risk communication, and responsible marketing. Design measures that are proportionate to actual risk and developed through open consultation with all relevant stakeholders.

    4: Safeguard Youth and Non-Users

    Require and enforce strict age verification, adult-oriented branding, child-safe packaging, and marketing restrictions to prevent youth exposure and initiation while allowing regulated adult access.

    5: Advance Public Health Through Harm Reduction

    Embed harm reduction into public health policy by supporting access to lower-risk alternatives that reduce smoking-related disease rather than pushing for bans or substantial restrictions based on stigma.
